Samsung ties Bixby to its own devices: "Currently available with Galaxy S23/S23+/S23 Ultra/S22/S22+/S22 Ultra" [the list continues through Galaxy tablets, watches, Buds and Galaxy Book PCs], and "Conveniently control all of your Galaxy devices such as Phone, Tab, Watch, Buds, Book and many more, with Bixby."
